Who it’s for
USPSA and IDPA shooters in minor power factor divisions, and anyone who wants a soft shooting 9mm. In USPSA, your ammunition gets chronographed at a match, and power factor is bullet weight multiplied by velocity. Fall below the 125 minimum and your score counts for nothing. Velocity load this to come in around 130, which leaves a small safety margin for a cold morning or a short barrel.
A 147 grain bullet at that power factor moves slowly, and slow means a long, gentle recoil impulse that settles the dot faster between shots.

Chronograph it in your gun
Power factor depends on your barrel as much as on the ammunition. A 3 inch carry gun may not make 125 with a load that easily makes it from a 5 inch competition pistol. Run it over a chronograph before a major match rather than finding out at the chrono table.
Light, slow loads can also short stroke a pistol with a heavy recoil spring. If yours is stock, check it runs reliably first.
