Why Hawaii works this way

Ammunition is classed as hazardous goods and travels by ground only. No ground route reaches Hawaii, so carriers will not take it. This is a shipping limit rather than a Hawaii law.

Carrier limit, not state law This one is worth being clear about. It is the couriers declining the route, not Hawaii forbidding the purchase.

Magazines are a separate question

Hawaii limits magazines to 10 rounds. This catches people out, because it has nothing to do with the ammunition rules above. Even where ammunition reaches you without any trouble, we cannot send a magazine over the limit.
